Development of the idea of inclusion in the system of education and social protection of people with disabilities at the reginal level

Abstract

The article deals with the problems of inclusion of people with disabilities in the context of historical, cultural and modern approaches, reveals the theoretical and practical issues of the content of inclusive processes in the system of social and educational work with disabled people in the conditions of their comprehensive support. The authors pay attention to creating a special inclusive environment in educational institutions for children with disabilities and the specifics of interaction between participants in the socializing process in the context of integrated learning. In accordance with the new regulatory requirements to professional education, the issue of inclusive education of people with disabilities using information and communication technologies on the interaction of social partnership among vocational schools and universities working on adaptive programs, is considered. Attention is drawn to the creation of an inclusive environment in social, cultural and sports organizations for people with various disabilities in transport and information barrier-free environments. The main conclusions about improving inclusive processes at the regional level are made.

The development of inclusive processes related to the protection of people with disabilities shows that it is necessary to clarify a number of positions concerning the following: basic concepts (inclusion, inclusive education, institutions that implement inclusive education, etc.), goals and objectives of inclusive education for different age groups and different strategies of organizational development of modern educational and social institutions, improvement of software and methodological support for inclusive education in educational and social institutions, healthcare institutions, public and volunteer organizations, institutions that train personnel from teachers, specialists of accompanying services, etc. to work in the inclusion mode.
