The family and the social service as subjects of home-based social care for elderly people: a comparative analysis

Abstract

The article analyzes the indicators reflecting the effectiveness of home-based social assistance to an elderly person from different actors. The author's interpretation of the role of the family and the social service in providing home-based social assistance to an elderly person in comparative analysis is presented. The author argues that regardless of which subject provides this assistance, it should be accessible, timely, targeted, comprehensive, focused on improving living conditions and expanding capabilities of the elderly people. The home-based social assistance must result in the satisfaction of human interests and needs by providing a whole range of social services, while its quality depends on the presence or absence of certain conditions and costs.
