Addressing the problem of the repeated orphanhood (on the example of St. Petersburg city)
Abstract
Increase in number of orphan children that were neglected by foster families requires fi nding solutions to the problem, as well as competency assessment of government agencies, involved in placing children in foster families. For a better understanding of the issue it is necessary to consider it in a historical perspective. On September 1, 2012 a new compulsory rule was adopted, requiring parents to undergo training in special schools on preparation of foster families. The city of St. Petersburg lacks such schools, as well as professional specialists in placement of children left without parental care.
