Social security system of Vietnam: achievements, new challenges and development prospects

Abstract

This article provides an overview of the current Vietnamese social security system with many good opportunities to develop along with many difficulties and new challenges - the social security system is implemented in the context of market economy and management of the state with socialist orientation To help the readers have a comprehensive view of the social security system of Vietnam, this article gives the most basic and complete concepts of this system that have been published by national and international scientists, researchers and determined the timeline when these concepts have appeared in Vietnam. For a deeper understanding of the system of social security of Vietnam, some basic functions of this system are also presented by the author on the basis of general consensus of scientists. . Moreover, this system is also implemented in the traditional cultural environment. Therefore, social security has harmoniously combined the essence of humanity and the tradition of the Vietnamese nation. The Social Security System has always been considered an important pillar in sustainable development in every country today. It is both a goal and a result for the implementation of reforms, economic development strategies. Although Vietnam has achieved remarkable achievements, in the current context, there are many new challenges and complicated problems. The article also provides orientation to develop the Vietnam social security system with very specific objectives and tasks. By 2020, the social security system will have been formed. It will cover the following: ensuring all citizens with a job with minimum level of income; social insurance; maximum government support for people in especially difficult circumstances; access of all people to basic social services; safety life, equality and happiness. etc. Based on the potential of development and the challenges identified, the government and related Ministries are introducing many synchronous solutions such as; infrastructure construction, financial investment, human resources and adjustment of legal documents system. The initial results have been very positive to create momentum and renew energy for the country to develop in the period of international integration today.
