The methodological basis of the concept transition to new qulity of the international social-humanitarian cooperation: the Kazakhstan-Germany experience

Abstract

The article is intended to analyze the methodological grounds of a modern paradigm of the international socio-humanitarian cooperation of Kazakhstan and Germany. The author substantiates the urgency of cooperation development in social sphere and stresses the importance of real participation of a civil society in taking social decisions concerning quality and standard of living. The paper includes analysis of the social state as an ideal-standard model of the state system personifying basic humanitarian values and principles. The author also provides the substantiation of imperative value for the safety of a society of the replacement of the culture of confrontation and confl ict by the culture of tolerance and compromise.
